010000 - ADVERTISEMENT FOR BIDS
Sealed bids for Airfield Pavement Rehabilitation, to be constructed for City of Miami, MIAMI, OKLAHOMA, will be received at 129 5th Avenue NW, MIAMI, OK 74354 until 2:00 PM, Thursday, June 4, 2020, at which time the bids shall be publicly opened and read aloud. Sealed bids submitted prior to the bid opening should be sent to the City of Miami, Attn: Krista Duhon, 129 5th Avenue NW, Miami, OK 74354.
An Optional Pre-Bid Conference will be held on Thursday, May 28, 2020 at 10:30AM via teleconference. Pre-Bid Conference attendance is optional for bidders on this project. Teleconference dial-in information will be posted to the online plan room.
The project includes, but is not limited to, crack seal, seal coat, and markings to Runway 17-35 and various taxiways as shown on the plans and indicated in the specifications.
Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to City of Miami.
The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Oklahoma to act as surety, or other surety or sureties acceptable to the Owner.
Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:
Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of 3.72 percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE).
City of Miami reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of City of Miami, and to reject nonconforming, nonresponsive, or conditional bids.
Bids must remain in effect for 90 days after the bid opening date.
